“一带一路”背景下云南对缅甸民间外交策略研究

On Yunnan’s civil diplomacy strategy towards Myanmar against the background of “the Belt and Road”

云南对缅甸的民间外交既是传承和延续中缅胞波友谊的重要举措,也是“一带一路”建设的迫切需要。长期以来,云南依托友好城市建设和参与区域双边、多边机制,积极开展对缅甸的交流合作。总体而言,云南对缅甸的民间外交已在人文、侨务以及经贸等方面形成宽领域、多层次的推进策略。但是,现有的成绩与新时期民间外交的需求仍有较大差距,云南民间外交还有较大的成长空间。云南需要完善民间外交制度以及实现民间外交资源整合,从而引导各方力量有序地参与民间外交事业。

Yunnan's civil diplomacy towards Myanmar is an important means to inherit and continue the friendship between China and Myanmar,and also an urgent need for the implementation of the Belt and Road Initiative.For a long time,Yunnan has been actively carrying out exchanges and cooperation with Myanmar through building friendship cities and participating in the regional bilateral and multilateral mechanisms.In general,Yunnan's civil diplomacy towards Myanmar has formed a broad-based,multilevel promotion strategy in cultural and economic affairs,overseas Chinese affairs and trade.However,there is still a big gap between the current achievements and the needs of the folk diplomacy in the new era,which leaves much room for the folk diplomacy in Yunnan.Yunnan needs to improve the folk diplomacy system and realize the integration of folk diplomacy resources so as to guide all forces to participate in the construction of civil diplomacy in an orderly way.
