浅议新时期公安机关执法风险的防范与化解

Preventing and Resolving Law Enforcement Risks of Public Security Authorities in the New Era

新时期我国社会治安总体平稳,但影响安全稳定的因素仍然很多,各种潜在的、分散的风险耦合聚变,社会舆论在“线上讨论、线下行动”的过程中形成并持续发酵。面对复杂的执法环境,公安民警执法过程中遭遇的潜在执法风险亟须防范与化解。能否很好地防范与化解执法风险将关乎警民关系和民警切身权益,影响公安机关执法公信力。着重分析公安机关执法风险产生的原因,并从完善顶层设计、精准开展培训等七个方面提出相应的防范与化解对策,以期对公安机关提供参考。

In the new era,social security in China is generally stable,but there are still many factors affecting security and stability.Various potential and decentralized risks are coupled and fused.Social public opinion is formed and fermented in the process of“online discussion,offline action”.Faced with the complex law enforcement environment,the potential law enforcement risks encountered by the police in the process of law enforcement need to be prevented and resolved urgently.Whether the law enforcement risks can be well prevented and resolved depends on the relationship between the police and the people and the vital rights and interests of the police,which will affect the credibility of the law enforcement of the public security authorities.This paper focuses on the analysis of the causes of law enforcement risks of public security authorities,and puts forward corresponding countermeasures from seven aspects,such as improving the top-level design,accurately developing training,as well as providing reference for public security authorities in preventing and resolving law enforcement risks.
