对高职院校二级管理模式的思考

Consideration of Secondary Management Model in Higher Vocational Colleges

随着高等教育体制改革的不断深化,高职教育办学成本不断增长,管理模式复杂化程度日益增加,高职院校推行二级管理势在必行。当前,高职院校进行二级管理的观念尚未转变,制度不够完善,缺少资源配置的主动权。必须进一步解放思想,完善制度,明确两级管理的责权关系,强化监督管理,构建科学、合理、高效的评价体系,继而实现管理升级,促进高职院校全面发展。

With the deepening of higher education system reform,the increasing cost of higher vocational education and the increasing complexity of management mode,it is imperative for higher vocational colleges to implement secondary management.At present,the concept of secondary management in higher vocational colleges has not changed,the system is not perfect,and the initiative of resource allocation is lacking.Higher vocational colleges must further emancipate the mind,improve the system,clarify the responsibilities and powers of the two-level management,strengthen supervision and management,build a scientific,rational and efficient evaluation system,and then achieve management upgrading and promote the overall development of the school.
