摘要
持续推进油公司体制机制建设是深化国有企业(石油石化行业)改革的重要内容之一,对中国石化建设世界一流能源化工公司具有重要意义。本文梳理了中国石化在深化油公司体制机制建设中取得的成绩,进一步分析了油公司在运营管理中出现的难点问题,提出了油公司运营管理与绩效提升的对策建议,以期为石油石化企业推进油公司建设提供借鉴。
Continuously promoting the construction of oilfield companies’system and mechanism is one of the important elements to deepen the reform of state-owned enterprises(in petroleum and petrochemical industry),and is of great significance for SINOPEC to become a world leading energy and chemical company.This paper sorts out the achievements made by SINOPEC in deepening its oilfield companies’system and mechanism construction,further analyzes the difficulties that oilfield companies meet in operation management,and puts forward some countermeasures for performance improvement of oilfield companies’reform,which could provide some reference for the construction of petroleum and petrochemical enterprises.
