摘要
近年来为缓解幼儿园“入园难”问题,北京市推行半日班政策,以增加幼儿园学位,让更多幼儿有机会接受优质学前教育。本研究借助史密斯政策执行过程模型,从政策本身、执行环境、执行机构和目标群体四个方面对北京市幼儿园半日班政策执行过程进行深入研究,剖析该政策执行过程中产生的“冲突”,并就“冲突”提出对策建议,旨在促进半日班政策进一步完善与有效执行。
In recent years,in order to alleviate the“difficulty of attending kindergartens”in kindergartens,Beijing has implemented a“half-day class”policy to increase the number of kindergartens so that more children can have access to quality preschool education.Based on Smith s policy implementation process model,this study conducts an in-depth study of the implementation process of the“half-day class”policy for kindergartens in Beijing in terms of policy itself,the implementation environment,implementing agencies,and target groups,and analyzes the“tension”arising from the implementation of the policy,and proposed countermeasures and suggestions on the resolution of“tension”in order to promote the further improvement and effective implementation of the policy.
