国家级新区环境规划实施保障体系构建研究——以广州南沙新区为例

Research on the Construction of Environmental Planning Guarantee System in National New District——A Case of Guangzhou Nansha New District

当前新区面临着制度措施单薄、组织协调失衡、社会共治格局尚未成型等问题,因此建立一套针对性强、操作性好的规划实施保障体系显得尤为重要。根据新区特点,以整体性治理为保障体系构建的理论基础,重视沟通、协作与整体协调,同时在现行规划实施保障措施基础上进行系统梳理和完善,建立以理论支撑、目标约束以及行动指引为指导的国家级新区环境规划实施保障体系技术框架,是环境规划发展的一个崭新视觉。最后以广州南沙新区作为应用样本,依据实施途径系统性地诊断南沙新区环境规划实施过程中存在的问题,并提出相应对策建议及解决方案。

At present,the new district faces problems such as weak institutional measures,unbalanced organization,and the unshaped pattern of social co-governance.According to the characteristics of the new district,we took the holistic governance as the theoretical basis for the construction of the guarantee system,paying attention to communication,cooperation and overall coordination.At the same time,we systematically sort out the current planning and implementation safeguards,and established a technical framework for the implementation of national environmental protection planning system for new districts,guided by theoretical support,target constraints,and action guidelines.This is a new vision for the development of environmental planning.Wetook Guangzhou Nansha New District as an application sample,and systematically diagnose the existing problemsaccording to the implementation approach,and finally propose corresponding countermeasures and solutions.
