我国公共资源交易“不见面开标”现状及发展趋势研究

Research on the current situation and development trend of “None Face-to-Face Bids” in China’s public resources transaction

最近一年多以来,公共资源交易“不见面开标”工作进入了加速发展的“快车道”,江苏、浙江、河南、贵州等地纷纷推出形式各样、功能各异的“不见面开标”系统,这种交易模式的革新极大地激发了社会活力。由于缺乏统一的规划和行业标准,各地在实践中还有一定的缺陷,文章比较了各地的“不见面开标”系统的应用现状,对其未来的发展趋势作了方向性的研究。

Over the past year,the work of“None Face-to-Face Bids”in public resources transactions has entered the“express way”of accelerated development.Jiangsu,Zhejiang,Henan and Guizhou have launched various forms and functions of“None Face-to-Face Bids”systems.The innovation of this trading mode has greatly stimulated social vitality.Due to the lack of unified planning and industry standards,there are still some shortcomings in practice.This paper compares the application status of the“None Face-to-Face Bids”system in different places,and makes a directional study of its future development trend.
