Five Important Relationships of China’s Cyber Security Strategy

中国从网络大国走向网络强国,面对许多重要的理论和实践问题。其中,尤以大国网络竞争与国际战略格局、网络主权与网络安全治理、网络政治与国家网络安全、网络战与联合作战、网络安全手段的攻与防等五对重要关系为要,触及大国关系、安全理念、政治、军事和手段等多个重要维度。正确认识、理解和求解这五对关系,旨在适应信息时代网络安全需求,创新网络安全思路,科学筹划网络安全战略,有效维护中国网络安全。

Transforming from a big cyber power to a great one,China faces many important theoretical and practical problems.Among them,five relationships are particularly important,including relations between cyber competition of great powers and international strategic pattern,cyber sovereignty and cyber security governance,cyber politics and national cyber security,cyber warfare and joint operations,attack and defense of cyber security means.They involve the important dimensions such as major-country relations,security concepts,politics,military and etc.To correctly recognize,understand and analyze these five relationships we should meet the cyber security needs in the information age,innovate cyber security ideas,scientifically plan cyber security strategy,and effectively maintain China's cyber security.
