“For the Benefit of the Frontier and the People”:A Study on Reclamation Administration and Frontier Governance in Yunnan

云南地处西南边地,历来是统治者实施垦殖政策,输入移民的重要区域。民国时期垦殖受到从中央到地方政府的重视与大力提倡,不仅制定垦殖政策、颁布垦殖法规,而且设立垦殖机构,开办垦殖农场,垦务行政取得一定成效,极大地促进了边疆农业与社会经济的发展。

Located in the southwest frontier area,Yunnan had always been an significant region for the rulers to implement the policies of reclamation and migration.During the Republic of China,reclamation was valued and vigorously advocated by the central and local governments.Not only did they formulate reclamation policies and promulgate reclamation laws and regulations but they also set up reclamation institutions and farms.Reclamation administration bore fruit and greatly promoted the development of frontier agriculture and social economy.
