我国长期照护人力资源的短缺及其制度应对

The Shortage of Long-term Care Human Resources in China and Its System Response

摘要 随着高龄化社会的到来,我国失能人口急剧增加。为应对失能人口的照护需求,建立完善的长期照护服务体系已迫在眉睫。由于社会地位低、工资待遇低、职业发展空间缺乏等原因,我国长期照护的人力资源严重短缺,亟待完善相关制度加以应对。制度应对的具体内容包括:鼓励已达退休年龄者延迟退休或再就业、对照护人员实行更为宽松的社会保险制度、支持失业或就业困难人员从事长期照护服务、支持农村富余劳动力从事长期照护服务、充分发挥家庭成员和志愿者在长期照护中的作用、为长期照护从业者建立合理有序的职业发展体系等。 With the advent of the aging society,there has been a sharp increase in the number of disabled people in China.In order to meet the care needs of the disabled,the establishment of a perfect long-term care service system is imminent.Due to low social status,low wage and the lack of space for career development,the human resources of long-term care in China are in serious shortage.Institutional response includes:encouraging postponed retirement or reemployment of those reaching the retirement age,more lenient social security for caregivers,supporting the people who are unemployed or have difficulty in employment,supporting the rural surplus labor force to provide long-term care service,giving full play to the role of family members and volunteers in long-term care,and establishing a reasonable and orderly career for long-term care practitioners.
