Some Thoughts on Improving the Core Competence of Think Tanks

[目的/意义]党的十八大以来,党中央高度重视智库在治国理政中的作用,各类智库立足自身特长,在不同领域发挥着重要的积极作用。但是,智库发展仍存在若干瓶颈和制约,影响了智库服务决策的精准化、高效化。在此背景下,研究如何有针对性地提升智库核心能力是一项具有较强理论和实践价值的命题。[方法/过程]本文深入剖析了山东社会科学院智库建设案例,对其近年来在新型高端智库建设方面的实践探索和成功经验进行归纳总结,围绕智库核心能力建设,对智库发展中的制度创新、影响力扩张、人才保障等问题进行了探讨。[结果/结论]智库核心能力的提升需要把握正确的方向,发挥优势补齐短板,不断开展制度创新,扩大智库影响力,夯实人才基础。下一步,各类智库应在增强智库工作针对性、强化人才支撑、完善激励机制等方面继续开展深入的体制机制创新。

[Purpose/significance]Since the Eighteenth National Congress of the CPC,the Central Committee has attached great importance to the role of think tanks in governance.All kinds of think tanks,based on their own strengths,play an important and positive role in different fields.However,the development of think tanks still faces a number of bottlenecks and constraints,affecting the accuracy and efficiency of service decision-making of think tanks.In this context,it is a proposition with strong theoretical and practical value to study how to improve the core competence of think tanks.[Method/process]This paper deeply analyses the case of think tank construction of Shandong Academy of Social Sciences,summarizes its practical exploration and successful experience in the construction of new high-end think tank in recent years,and probes into the problems of system innovation,influence expansion and talent guarantee in the development of think tank,concerning the construction of core competence of think tank.[Results/conclusion]It is believed that the improvement of the core competence of think tanks needs to grasp the correct direction,make full use of their advantages and make up for their shortcomings,constantly carry out institutional innovation,expand the influence of think tanks,and consolidate the talent base.Next,all kinds of think tanks should continue to carry out in-depth institutional mechanism innovation in terms of enhancing the pertinence of think tanks,strengthening talent support and improving incentive mechanism.
