新乡市生态水系建设的问题及其对策研究

Research on problems and strategies for the construction of urban ecological water system in Xinxiang

新乡市生态水系建设面临的水资源短缺、水污染严重、河道防洪标准低、管理体制机制不完善等一系列突出问题,已成为制约新乡市生态文明建设和经济社会可持续发展的主要瓶颈.针对新乡市生态水系建设面临的问题,结合海绵城市规划的理念,提出加强新乡市水系生态建设的对策,即通过海绵城市的生态水系对雨水的渗透及滞留利用,保护水资源,合理利用水资源,加强水污染综合整治,促进水系连通提高水系环境容量,构建防汛抗旱减灾体系,理顺管理体制,为改善城市生态环境、促进生态文明建设提供重要的水生态环境支撑.

The construction of ecological water system in Xinxiang is facing a series of problems,such as shortage of water resources,serious water pollution,low flood control standard,imperfect management system and so on.It has become the main bottleneck restricting Xinxiang's ecological civilization construction and sustainable economic and social development.Combined with the idea of sponge city planning and problems faced by the construction of ecological water system in Xinxiang,the countermeasures for strengthening the ecological construction of water system in Xinxiang were discussed,including infiltration and detention of rainwater through the ecological water system of sponge cities,protection and utilization of water resources,strengthening comprehensive treatment of water pollution,promoting water system connectivity and improving water system environmental capacity,construction of flood prevention,drought relief and disaster reduction system,improve the management system of water resource,which can provide important environmental support for improving urban ecological environment and promoting ecological civilization construction in Xinxiang city.
