农村人居环境治理及社区参与途径研究

Study on Community Participation and Approaches of Environmental Pollution Control in the Rural Human Settlement

在全面概述我国农村人居环境存在的主要问题、治理现状及面临的主要困难与挑战的基础上,分析了目前农村居民参与农村环境治理的意愿与行动,基于一些地方试点取得的经验,提出在农村环境治理中引入参与式理念,实现村民参与调查规划,设计与实施、管理与监督环境治理的全过程。并结合实际,提出了实现和提升社区参与的建议。

The paper describes the main problems,current status,key issues and challenges on control of environmental pollution in the rural human settlement in China,the willingness and implementation of rural residents to participate in the control of environmental pollution are analyzed.Some experience and lessons are shared in this paper including the villagers participate in the whole process of survey,planning,decision making,implementing and supervision on project of the village environmental pollution control.And combining with the current status,the paper puts forward some suggestions to realize and improve community participation.
