摘要
“双一流”建设方案作为我国高等教育改革的长远发展战略,鼓励学科差别化发展,引入动态性竞争机制,为地方高校发展搭建新平台,提供发展新机遇。同时,在新的历史时期,因学科发展路径依赖、人才竞争处于劣势、经费获取渠道单一等问题,地方高校转型发展面临挑战。作为高等教育主体之一的地方高校,需从差异化发展的学科定位、引育并举的人才定位和多元筹措的经费定位三个方面认清自身所处的战略方位,以学科特色、人才团队培育、经费筹措为关键抓手,抓住机遇,冲击“双一流”,实现内涵式跨越式转型发展。
As a long-term development strategy of China’s higher education reform,the“double first-class”construction program encourages the differentiated development of disciplines,and introduces a dynamic competition mechanism,which builds a new platform for the development of local universities and provides new opportunities for development.At the same time,the transformation development of local universities is facing challenges in the new historical period,due to the dependence on the development path of disciplines,the inferior talent competition,the lack of access to funds,etc.As one of the main bodies of higher education,local universities need to recognize their strategic position through three aspects:the disciplinary orientation of differentiated development,the talent orientation of both talent introduction and talent cultivation,as well as the multi-funding orientation.Local universities should also take the discipline characteristics,the talent team cultivation and the fund raising as the key breakthrough,and seize the opportunity to accomplish“double first-class”and achieve the connotative leap-forward transformation development.
