新中国成立70周年我国群众体育发展：成就、经验、问题与展望

The Development of Mass Sports in China on the 70th Anniversary of the Founding of the Peoplents,Experiences,Problems and Prospects

运用文献资料研究、逻辑分析等方法,回顾、总结新中国成立70年来我国群众体育发展取得的成就、经验、不足及未来发展方向。在70年的发展历程中,我国群众体育取得了令人瞩目的成绩,主要体现在工作思路更加明确,顶层设计与长远规划更加清晰,工作机制改革创新更加有力,公共体育服务体系建设更加完善等方面。以制度完善提升治理能力,根据发展阶段定位发展目标,打好综合配套改革组合拳,实现政府间功能协同和上下联动等是取得成就的重要经验。但目前群众体育发展仍存在统筹兼顾效果有待深入,融合发展能力尚需完善,绩效管理机制亟待更新,多元功能发挥仍需深入等不足。新时代群众体育应以多元功能发挥为基点,以智慧服务为目标,以决策咨询为起点,以冬奥会举办为依托,坚持稳中求进,推动主要矛盾解决。

Using literature,logic analysis and other methods,this paper reviews and summarizes the achievements,experience,shortcomings and future development of China's mass sports development in the past 70 years.This study has shown that in the course of 70 years of development,China's mass sports have achieved remarkable results,which are mainly reflected in clearer working ideas,clearer top-level design and long-term planning,more powerful reform and innovation of working mechanism,and more perfect construction of public sports service system.There are a lot of experience,such as improving the governance ability by improving the system,orientating the development goals according to the stage of development,playing a good combination of comprehensive reform to achieve intergovernmental functional synergy and up-down linkage,etc.However,there are still some shortcomings in the development of mass sports.The main ones are:1)the effect of overall planning and consideration needs to be deepened;2)the ability to integrate development needs to be improved;3)the performance management mechanism needs to be updated;4)the function of multiple functions still needs to be deepened.Suggestion:In the new era,mass sports should take the multi-function as the basis,the intelligent service as the goal,the decision-making consultation as the starting point,the hosting of the Winter Olympic Games as the basis,and insist on making progress steadily to promote the solution of the main contradictions.
