北洋政府时期直隶水政监察研究

A Study on Water Administration Supervision in Zhili during the Period of the Beiyang Government

民国初年,北洋政府加强了对河务的管理。直隶地方政府在原有各河河务局的基础上,加大了对水政的监管力度,设置了水上警察局,建立了河务局工巡队,并责成地方官加强对河务的监管,在保障航路畅通、维护水路运输安全、维护水事秩序、保护堤工等方面发挥了重要作用,北洋政府时期直隶的水政监察制度建设在当时产生了一定的积极影响。

In the early years of the Republic of China,Beiyang Government increased efforts in river management.The local government of Zhili has intensified the supervision of water administration on the basis of the original river bureaus,set up a water police station,established a river patrol team,and instructed local officials to strengthen supervision of river affairs,which played an important role in ensuring smooth air routes,maintaining waterway transportation safety and water affairs order,and protecting the dikes.During the period of Beiyang government,the construction of the water administration supervision system of Zhili had a certain positive impact at that time.
