基于农户行为视角的农村宅基地流转意愿因素分析——以伊宁市及其周边6个乡镇为例

Analysis of factors of the circulation willingness of homestead in villages based on farmers’ behavior:Take six towns in Yining city as an example

通过实地问卷和访谈的方法,调查现阶段伊宁市宅基地使用现状以及宅基地流转制度改革推进情况,调查对象为伊宁市周边6个宅基地流转试点的典型乡镇的农户。基于农户行为视角,从农户家庭基本特征、心里特征、宅基地基本特征和对宅基地流转风险的认知特征等方面建立二元Probit回归模型,分析农户对宅基地流转的态度、心理和意愿,充分挖掘农户宅基地流转意愿的影响因素。以期为少数民族聚集区农户对宅基地流转制度改革“一盘棋”的信息库建设提供实践经验和素材,为政府推进农村宅基地制度改革提供建设性对策。

Through questionnaire investigation and interviews,the present situation of the use of homestead in Yining city and the promotion of the reform of the circulation system of homestead were investigated,and the subjects of the investigation were farmers in typical villages and towns in 6 residential land circulation pilot projects around Yining city.Based on farmers'behavior,binary Probit regression model was established by the basic feature of peasant household,psychological characteristics,the basic characteristics of homestead and cognitive characteristics of homestead circulation risk.The attitude,psychology and willingness of farmers to the circulation of homestead were analysed,and the influencing factors of farmers'willingness to transfer homestead were fully excavated.The practical experience and material of information base construction which farmers in minority nationality areas have"one game of chess"to reform the circulation system of homestead were provided.The realistic constructive countermeasures were provided for the government to promoted the rural homestead system reform.
