陕西煤矿水害防治工作面临形势及对策分析

Analysis on the prominent problems and countermeasures of coal mine water prevention work in Shaanxi Province

陕西是全国第三产煤大省,全省近十分之一的煤矿受水害威胁严重。为了更进一步做好陕西煤矿水害防治的各项工作,根据日常监察执法中掌握和了解的情况,对陕西省煤矿水害防治工作的现状及面临的形势进行了深入分析。总结出陕西煤矿水害防治工作存在的监管部门和煤矿企业不重视、部分煤矿资金投入不到位、专业人员配备不足、乡镇煤矿基础薄弱、有许多技术性难题需要突破等方面的问题,并提出了落实煤矿企业主体责任、加强教育培训力度、夯实防治水基础工作、强化水害防治技术研究和科技攻关、落实监管责任等方面的工作措施,为陕西煤矿防范化解水害重大风险和遏制重特大水害事故提供了参考。

Shaanxi is the third largest coal-producing province in the country,and nearly one-tenth of the coal mines in the province are seriously threatened by water disaster.In order to further improve the coal mine water disaster prevention and control work in Shaanxi Province,according to the situation of daily monitoring and law enforcement,the present situation of coal mine water disaster prevention and control work in Shaanxi Province were analyzed.This paper summarized the problems such as the neglect of supervision departments and coal mine enterprises,inadequate investment in some coal mines,insufficient staffing of professionals,weak foundation of township coal mines,and many technical difficulties that need to be solved,and proposed the measures to implement the main responsibility of coal mine enterprises,strengthen education and training,consolidate the basic work of water prevention and control,strengthen the technical research of water disaster prevention and control,and implement the responsibility of supervision,which provides a reference for Shaanxi coal mine to prevent major risks of water disaster and contain serious water disaster accidents.
