乡镇公务员队伍建设问题及对策研究——以吉林省通化市通化县快大茂镇为例

Problems in Team Construction of Township Civil Servants and Solutions——with Kuaidamao Town,Tonghua County,Tonghua City of Jilin Province as an Example

乡镇公务员的主要工作是执行党和国家的政策法规,直接影响着党和政府在老百姓心中的形象,也影响着党的施政效能。本文以快大茂镇的公务员队伍建设为研究对象,查阅相关文献资料,实地考察发现当前快大茂镇公务员队伍建设存在队伍结构不合理、队伍留人难、思想作风差、公共服务意识缺乏等问题。最后从建设完善激励机制、建立健全规章制度、提升个人素质、加强文化自觉教育四个方面提出建议,同时强调乡镇公务员队伍要带头学习百折不挠的“红船精神”,打造一支优秀的公务员队伍。

Civil servants at the township level,as law enforcement of the Party and the country,play a crucial role in building the images of the Party and government and showing the Party's administrative effects,By taking the civil servants from Kuaidamao Town as research object,a field survey on the basis of a review on related literature shows that the team construction of such a group are being undermined by the problems like irrational team structure,unwilling to work as a civil servant,disappointing work style and low awareness of public service,etc.To solve these problems and build an excellent team of civil servants,the paper puts forward some advice from the perspectives of establishing a system of encouragement,setting forth relevant regulations,improving personal qualities and strengthening cultural consciousness education and stresses that the civil servants at the township level should learn from the great tenacity of the“Red Boat”spirit.
