Although university financial systems are being improved as a result of reform and innovation in education that has been given more and more attention,university financial management has to promote itself by means of effective innovation on the basis of law-based school administration so as to meet the requirements of further development.This indicates that a more rational modern management system should be established under sound restriction and control.
