摘要
本文运用2018年“中国企业-劳动力匹配调查”(CEES)数据,实证分析了社保投入对于企业创新的影响效应和影响机制。研究结果表明,现阶段社保投入提升对于我国企业创新资源的挤出效应并不明显。进一步分析发现,在其他因素充分控制的前提下,社保投入提升将显著增强企业在劳动力市场的竞争力,有助于激励和吸引更多高质量人力资本,从而促进企业创新能力不断跃升。异质性分析表明,与中小企业相比,大企业社保投入对企业创新的激励功能更为显著。建议合理看待企业社会保险负担,引导大企业重视社保投入的激励效应,同时,减轻中小企业的社保负担。
Using the 2018"China Employer-Employee Survey"(CEES)data,this paper conducts an innovative empirical analysis of the impact of social security investment on corporate innovation.The results show that for the current stage of Chinese enterprises,the extrusion effect of social security investment on enterprise innovation is not obvious;on the contrary,social security investment has a significant promoting effect on Chinese enterprise innovation.Under the premise of full control of other factors,the increase in social security investment will significantly enhance the competitiveness of enterprises in the labor market,help enterprises to attract more high-quality human capital,and thus promote the continuous rise of enterprise innovation capabilities.Heterogeneity analysis shows that compared with small and medium-sized enterprises,the incentive function of social security investment for enterprise innovation is more significant for large enterprises.The social insurance burden of enterprises should be viewed rationally.Large enterprises should be led to attach importance to the incentive effect of social security input,and the social security burden of small and medium-sized enterprises should be reduced at the same time.
