“社会企业+智慧物流”模式嵌入减贫机制研究——以南疆四地州为例

Research on Poverty Reduction Mechanism Embedded in "Social Enterprise + Smart Logistics" Model: Taking Four Prefectures in Southern Xinjiang as an Example

近几年来,社会企业因在解决扶贫、就业、教育以及养老等社会问题上的突出贡献而备受关注。同时,2019年是中国全面建成小康社会的关键之年,新疆南疆四地州集中连片贫困地区的脱贫攻坚任务能否顺利完成直接影响到中央政府工作报告中所提出本年度减少农村贫困人口一千万目标的实现。本文通过对相关文献和资料的梳理发现,新疆南疆四地州由于受自然条件、农业产业基础及传统观念等因素制约,农业整体发展水平依然偏低,特别是农产品卖出难问题尤为突出,严重制约了南疆地区经济社会的发展。本文对南疆地区的农产品的流通环节进行研究,引入“社会企业+智慧物流”这一模式,改变长期以来南疆地区农产品在销售过程中物流成本较高、时效性较差以及由于存在信息不对称问题而导致的增产不增收现象,希望对新疆南疆四地州脱贫攻坚工作提供一定的理论依据和现实指导。

In recent years,social enterprises have attracted much attention for their outstanding contributions to solving social problems such as poverty alleviation,employment,education and pension.Meanwhile,2019 is a crucial year for China to build a moderately prosperous society in an all-round way.The successful completion of the poverty alleviation task in the concentrated areas of poverty-stricken areas in southern Xinjiang directly affects therealization of reducing 10 million rural poor population pnt forward in this year’s government work report.Through the combing of related literature and materials,this paper finds that the four prefectures in southern Xinjiang are constrained by natural conditions,agricultural industrial base and traditional concepts,and the overall development level of agriculture is still low,especially the difficulty in selling agricultural products.It has seriously restricted the economic and social development of southern Xinjiang.This paper studies the circulation of agricultural products in southern Xinjiang,and the model of"social enterprise+smart logistics"is introduced to change the phenomenon of increasing production but not increasing income due to high logistics cost,poor timeliness and information asymmetry in the sales process of agricultural products in southern Xinjiang for a long time,hoping to provide some theoretical basis and practical guidance for poverty alleviation in four prefectures of southern Xinjiang.
