From Cloud to Intelligence: Path Selection and Value Realization of Urban Governance Driven by Technology

摘要 [目的/意义]云计算与人工智能的兴起带来了经济与社会的迅速发展,推动着城市治理的结构性与综合性变革。[方法/过程]基于治理生态系统视角,遵循“系统构建-技术协同-价值共创”逻辑,可将城市治理路径概括为“从云端化到智能化”。[结果/结论]具体体现在三个方面:首先,在数据整合的基础上构成线上线下融合、跨部门协作的立体式联动治理;其次,在数据智能分析层面上实现由点到面可追溯式的整体治理;最后,通过数据开放与共享鼓励多主体参与治理,推动价值凝聚,建设城市共同体。与此同时,还需从技术、制度与价值层面应对技术驱动下可能出现的数字鸿沟、利益分配、隐私安全等问题。 [Purpose/Significance]The rise of cloud computing and artificial intelligence has brought about rapid economic and social development,and promoted the structural and comprehensive reform of urban governance.[Method/Process]Based on the perspective of governance ecosystem and following the logic of"system construction-technology collaboration-value co-creation",the urban governance innovation path can be summarized as"from cloud to intelligence".[Result/Conclusion]It can be summarized into three aspects:First,on the basis of data integration,constituting online-offline integration and inter-departmental collaborative linkage governance;Second,achieving the overall governance from point to surface traceability at the level of data intelligence analysis;Finally,encouraging public involvement and condensed value via data opening and sharing and building an urban community.At the same time,it is necessary to deal with the issues of the digital divide,interest distribution,privacy security,etc.in the technology-driven urban governance from the aspects of technology,system and value.
