军民协同创新机制研究

文章在分析供给侧结构性改革对军民协同创新影响的基础上,总结了当前军民协同创新存在的主要问题,表现为军工科研成果向民用转移不够,民品生产科技成果军用存在障碍,军民科技资源共享度不高,军民科技需求信息不对称、没有形成专业化分工协同创新体系等。对此,文章提出了建立和完善军民协同创新机制的措施,包括协同创新的动力机制、协调机制、需求对接机制、利益分配机制等方面。

Based on the analysis of the influence of supply-side structural reform on military-civilian collaborative innovation,this paper summarizes the main problems existing in military-civilian collaborative innovation,which is manifested in that the transfer of military scientific research achievements to civilian use is not enough.There are some obstacles in the civilian production of scientific and technological achievements,such as the sharing degree of military and civilian scientific and technological resources is not high,the information of military and civilian scientific and technological demand is asymmetric,and the specialized division of labor and collaborative innovation system has not been formed.In view of this,this paper puts forward the measures to establish and improve the military-civilian collaborative innovation mechanism,including the dynamic mechanism of collaborative innovation,coordination mechanism,demand docking mechanism,benefit distribution mechanism and so on.
