我国保险协同治理的实践、问题与路径选择

Practice,Problems and Path Choice of Insurance Collaborative Governance in China

保险协同治理可以充分发挥保险治理的功能与价值,通过与政府部门主体的协同合作降低或者消除社会公众风险,使社会无限经济责任向有限经济责任转变,表现出更高的社会保障职能。但当前我国保险协同治理存在一系列问题:协同动力不足,过分依赖政府政策;保险资源分布不均,协同模式有待丰富;服务创新性匮乏,公共风险治理的广度与深度不足等。本文基于保险产业可以作为公共事业治理主体的理念,以系统理论为出发点,探究保险产业在公共事业领域内的协同治理可行性。通过对我国保险产业协同治理实践的研究,总结出保险协同治理发展的问题及阻碍,并从内部机制改革、升级与创新的角度提出了我国保险业进行创新协同治理发展的策略选择。

Insurance collaborative governance can give full play to the function and value of insurance governance.By collaborating with the main body of government departments to reduce or eliminate social public risks,the social unlimited economic responsibility can be transformed into limited economic responsibility,showing a higher social security function. However,there are a series of problems in insurance collaborative governance of China: lack of synergy driving force,over-reliance on government policies;uneven distribution of insurance resources,insufficient synergy models;lack of service innovation,and scanty breadth and depth in public risk governance. Based on the concept that the insurance industry can be the subject of public utility governance,this paper explores the feasibility of the collaborative management of the insurance industry in the public sector,starting from the system theory. Through the research on the practice of cooperative management of insurance industry in China,the problems and obstacles of the development of insurance collaborative governance are summarized,and the strategic choice of innovation and coordinated development of China’s insurance industry is put forward from the perspectives of internal mechanism reform,upgrading and innovation.
