浅析碳平衡视角下的区域生态补偿机制

Analysis on Regional Ecological Compensation Mechanism from the Perspective of Carbon Balance

生态补偿机制对于保障区域生态安全、促进地域可持续发展具有重大意义。文章从碳平衡视角出发,通过定量化评估生态碳供给区与生态碳消费区两者间的碳流通进程,进而构建与生态碳服务价值、保护成本相匹配的生态补偿体系。在具体实操中,通过构建“全域覆盖”下“省域—市域—区县—乡镇—村域”五级单元的碳平衡数据体系,完善“纵横并施”下“纵向转移支付”与“横向转移支付”两个维度的生态补偿财政政策,健全地方、民间、企业和个人等“多方参与”的生态补偿投融资体制,最终实现区域生态补偿的制度化、规范化、常态化。

The ecological compensation mechanism is of great significance for ensuring regional ecological security and promoting regional sustainable development.From the perspective of carbon balance,this paper quantitatively evaluates the carbon circulation process between eco-carbon supply area and eco-carbon consumption area,and then constructs an ecological compensation system that matches the value of eco-carbon service and protection cost.By constructing a carbon balance data system of“provincial—municipality—district—county—township—village”five-level unit under“global coverage”,the specific practice improves“vertical transfer payment”and“longitudinal transfer payment”horizontal transfer payment in two dimensions of ecological compensation fiscal policy,improves the ecological compensation investment and financing system of"multi-participation"of local,private,enterprise and individual,and finally realizes the institutionalization,standardization and normalization of regional ecological compensation.
