摘要
在“一带一路”与上合组织全面对接的新形势下,如何进一步加快上合组织成员国铁路互联互通进程,全面提升上合组织成员国间交通通达度,是“一带一路”建设和我国周边外交面临的重大课题。近年来,上合组织成员国在已有铁路通道的潜能开发与扩容、新建铁路通道的规划与推进等方面取得了诸多重要进展。但是,成员国间矛盾、地缘政治博弈、地区安全局势严峻、道路建设标准不一等问题成为当前铁路互联互通建设的主要瓶颈。未来,应以做好利益协调、增进民心相通、强化安全机制建设、健全投资保障机制等研究为重点,全面塑造上合组织成员国铁路互联互通新格局,拓展中国“铁路走出去”的空间范围,助力“一带一路”建设蓬勃发展。
Under the new situation of the“Belt and Road”Initiative and the SCO’s comprehensive docking,one of the major problems faced the B&R construction and the periphery diplomatism of China has been how to further accelerate the railway interconnection process of the SCO member states and comprehensively improve the traffic accessibility among the SCO member states.In recent years,SCO member states have made greater progress in the development and expansion of existing railway passages and the planning and promotion of new railway passages.However,problems such as the contradiction between SCO member states,the geopolitical game,the severe regional security situation,and the different road construction standards have become the major bottlenecks in the current construction of railway interconnection.In the future,we should focus on how to better coordinate interests between SCO member states,enhance people-to-people exchanges,strengthen security mechanisms and improve investment guarantee mechanisms.We should shape a new pattern of railway connectivity among SCO member states,expand the scope of China’s“going global”railway program,and boost the development of the B&R Initiative.
