The Value,Dilemma and Path of Big Data Embedded in Rural Governance

大数据在社会各领域的高效运用,使人类社会发生了一场数字化大变革。大数据思维和技术嵌入乡村治理,推动乡村治理主体、决策、运行及治理服务范式的转型,将有效提高乡村治理能力,促进乡村治理现代化。但是,大数据嵌入乡村治理面临诸多困境,因此,应针对问题,着力建立由大数据综合管理系统(服务、管理、反馈、监督),多元主体协同系统(政府、企事业单位、社会力量)及条件支撑和保障系统(思想观念、资金、人才、技术)共同构成的完善体系。

The efficient use of big data in almost all walks of life has led to a major digital revolution in human society.Big data thinking patterns and technologies are widely used in rural governance,promoting the transformation of rural governance,decision-making,operation and governance service paradigm,which will effectively improve rural governance capacity and promote rural governance modernization.However,big data embedded in rural governance has encountered many difficulties.Therefore,we should focus on the problem-solving and set up a big data integrated management system covering services,management,feedback and supervision,a multi-agent collaborative system covering government,enterprises,public institutions,social organizations,and a comprehensive system of conditional support and support systems covering philosophical ideas,funds,talents and technology.
