70 Years of Special Education in China

新中国成立的70年以来,我国特殊教育取得了举世瞩目的成就,普及程度稳步提高,保障力度不断加强,师资队伍建设不断推进,教育教学质量稳步提高,法律法规和政策体系不断完善,走出了一条汲取世界先进经验、符合中国经济社会发展实际、与整个教育事业改革发展相协调的中国特色发展道路。在肯定70年发展成就的同时,也应清楚地认识到,当前我国学前特殊教育与中央普及普惠安全优质的要求还有相当大的差距,残疾儿童义务教育普及攻坚和质量提升的任务依然繁重,残疾人高中教育的瓶颈问题急需有效解决,特殊高等教育改革发展步伐需进一步加快。未来我国特殊教育应在普及、普惠、质量提升上持之以恒地努力。

Since the founding of the People’s Republic of China 70 years ago, China’s special education has achieved remarkable achievements: the degree of popularization has been steadily improved;the protection has been continuously strengthened;the construction of the teaching staff has been continuously strengthened;the quality of education and teaching has been steadily improved;and the laws, regulations and policy systems have been continuously improved. These achievements have embarked on a development path of Chinese characteristics that draws on the world’s advanced experience, conforms to China’s economic and social development, and is in harmony with the reform and development of the entire education industry. While affirming these achievements of development in the past 70 years, it should also be clearly recognized that there is still a considerable gap between the current pre-school special education in China and the requirements for the promotion of safety and quality in the central government. The task of popularizing compulsory education and improving quality is still heavy. The bottleneck problems in high school education need to be effectively solved, and the pace of reform and development of special higher education needs to be further accelerated. In the future, China’s special education should strive for perseverance in popularization, inclusiveness, and quality improvement.
