基于区域均衡与特色化发展相平衡的天津市装配式建筑发展对策研究

Development Strategy of Fabricated Buildings in Tianjin Based on the Balance of Regional Equilibrium and Characteristic Development

区域特色是落实装配式建筑的有效抓手,整体均衡是发挥装配式建筑规模效益的有益支撑.基于天津市装配式建筑发展基础及各区县特色调研,剖析存在问题与发展障碍,探求区域均衡与特色化发展相平衡视角下装配式建筑发展需求,提出制定发展潜力与建设指标量化评估分解体系﹑强化统筹规划与分区推进相结合﹑构建市区两级财政配套支持政策﹑制定差异化土地政策等建议,以推动天津市装配式建筑发展量﹑质齐升.

Regional characteristics are effective starting points for implementing prefabricated buildings,and the overall balance is a useful support for the scale efficiency of fabricated buildings.Based on the investigation about development foundation of the fabricated buildings and characteristics of 16 districts in Tianjin,the paper analyzes the existing problems and development obstacles,explores the development needs of fabricated buildings from the perspective of regional equilibrium and characteristic development,and proposes relevant suggestions from four aspects:proposing the formulation of development potential and quantitative evaluation and decomposition system of construction index,strengthening the combination of overall planning and zoning promotion,establishing two level financial supporting policies of city and districts,formulating differentiated land planning policies.The purpose of these measures is to realize the quantity and quality improvement of the fabricated buildings in Tianjin.
