“疆电外送”工程社会效益评估及实例分析 被引量:1

摘要 跨区域大范围输电工程会对沿线各地产生不同程度的影响,各方的受益程度是工程有效实施的重要基础。为此,针对目前“疆电外送”工程评估偏重经济效益分析而忽视社会效益研究的现状及各类社会效益指标核算难等问题,分析了“疆电外送”工程对供、受端地区的社会效益影响因素,建立了社会效益评估指标体系;基于可计算一般均衡(CGE)模型,开展了工程供、受端地区社会效益指标的定量核算,最后以哈密—郑州±800 kV天中特高压直流输电项目为例,应用多层次模糊综合评价法对其2016年的社会效益进行评估。 The large-scale trans-region power transmission projects will have different impacts on different areas along the route.The benefit of each party is an important basis for implementing the project effectively.In the evaluation of“Xinjiang Power Transmission”project,the economic benefit of project is the focus of concern,but the social benefit evaluation is neglected.In view of above issue and the difficulty in accounting of various social benefit indexes,the factors influencing the social benefits of“Xinjiang Power Transmission”project on the supply and receiving areas are analyzed respectively,and the index system for social benefit evaluation is established.Based on the computable general equilibrium(CGE)model,the quantitative accounting of social benefit indexes in supply and receiving areas are carried out respectively.Taking Hami-Zhengzhou UHV DC Project as an example,the multi-level fuzzy comprehensive evaluation method is used to evaluate its social benefits in 2016.
