日本综合农协在落实“口粮绝对安全”政策中发挥的作用

The Function Played by Japan Comprehensive Agricultural Co-operatives in Making "The Absolute Safety of Grain Rations" Policy Work

日本综合农协制度创建于20世纪初,具有以农民为主体、组织结构合理以及提供公益性、综合性服务的特点。农协在落实"口粮绝对安全"政策方面发挥着维持供需平衡、保障政策高效施行、提升口粮品质和销售价格、扩大经营规模、改善经营管理水平、稳定生产、增强抗风险能力和强化中短期储备能力等作用。我国应重视农民合作社的作用,不断完善农民合作社相关法律制度、监管制度、财政扶持制度、促进扩大经营规模和提升为农服务能力。

Japan’s Comprehensive Agricultural Co-operative system was founded at the beginning of the last century;identified as taking farmers as the main body,with reasonable organizational structure,and providing public and comprehensive services.Japan’s Comprehensive Agricultural Co-operative plays an important role in implementing the food security policy in areas such as:maintaining the supply and demand balance,improving the accuracy of the implementation of the grain policy,improving the quality of grain and selling price,expanding the scale of operation,improving the level of operation and management of farmers,and stabilizing the grain production,improving the risk resistance ability and short-and-medium-term reserve capacity of farmers.It is suggested that to pay great attentions on farmers’cooperatives and continuously improve the relevant legal and regulatory,and supervision systems of farmers’cooperatives,strengthening support,promoting the expansion of business scale,and enhancing the service ability for farmers.
