军民融合发展的政策激励机制现状、问题与优化探究

作为国家战略,军民融合发展迫切需要得到强有力的政策支持和精细化的制度供给。尽管各级政府已经制定了诸多激励军民融合发展的政策举措,但问题仍然广泛存在。事实上,由于体制机制性障碍,我国军用和民用产业发展仍处于相对封闭的隔离状态,融合发展的内生性动力严重不足,导致先进的军工技术无法实现产业化、民用化和商业化,民用优势、智慧和资源也无法在军工产业发展中得到充分应用。促进军民融合发展政策激励机制优化需厘清利益相关者之间的权力与利益关系、建立基于军民融合发展的协同创新平台、完善促进军民融合发展的政策配套体系,以调动各方主体的积极性、主动性和创造性。

As a national strategy,civil-military integration development urgently needs strong policy support and refined system supply.Although governments at all levels have formulated many policies and measures to stimulate the integration of military and civilian development,problems still exist widely.System in fact,due to institutional obstacles,the military and civilian industry development is still in the relatively closed state of isolation,a serious shortage of the endogenous driving force of the development of the integration,unable to realize industrialization and Civilization lead to advanced military technology and commercial,civil,wisdom and resources can be fully used in the development of military industry.To optimize the policy incentive mechanism for the integration of military and civilian development,it is necessary to clarify the power and interest relationship among stakeholders,establish a collaborative innovation platform based on the integration of military and civilian development,and improve the supporting policy system for the integration of military and civilian development,so as to mobilize the enthusiasm,initiative and creativity of all parties.
