改革开放以来我国研究生招生政策的演进历程与特征分析

An Analysis of the Evolution and Characteristics of Graduate Enrollment Policy in China since the Reform and Opening up

改革开放以来,我国研究生招生政策经历了初创与恢复期、调整与规范期、深化改革期、优化提升期四个时期。政策的演进呈现出渐进性、政策价值取向以质量为本兼顾效率、政策体系不断健全与完善、政策执行主体多元化四个方面的特征。并形成了各主体协同参与的治理结构,政策变迁的动力来源于多元主体间的利益协调,政策执行路径遵循着“上下结合”的发展方式。

Since the reform and opening up to the outside world,China s graduate enrollment policy has experienced four periods:start-up and recovery period,adjustment and regulation period,deepening reform period and optimization promotion period.There are four characters,namely,evolution of admissions policy is gradual,the value orientation of policy is quality-oriented and effective,the policy system is constantly improved and optimized,and the main body of policy implementation is diversified.The governance structure of the cooperative participation of each main body is formed,the motive force of the policy change comes from the benefit coordination among the multiple subjects,and the policy execution path follows the development mode of“the combination of the upper and the lower”.
