分级授权机制下过程管控在海外供应链管理中的应用

Discussion on the Application of Process Management and Control in Overseas Supply Chain Management under Level Authorization Mechanism

为提高海外油气业务生产经营效率、风险防控,降低生产成本,需要实施分级授权机制,但分级授权在海外供应链运行中也暴露出一些问题需要加以解决。在分级授权机制下实施过程管控,可加强和加深介入海外供应链业务的力度,实现对海外供应链全过程关键节点的全覆盖和穿刺式管理,可有效约束海外作业者项目的物资采购行为,切实达到防患于未然的管理效果。过程管控包括梳理范围、制度保障、搭建体系、垂直管理、审批表单、联动监管、信息系统等措施。

To enhance production and management efficiency of overseas oil&gas business,prevent and control risks and reduce production cost,level authorization mechanism is needed to be implemented,but level authorization also exposes some problems needed to be solve in overseas supply chain operation.Implementing process management and control under level authorization mechanism,can reinforce and deepen the strength of involving in overseas supply chain business,and realize complete coverage and puncture management for key links of overseas supply chain whole process,can effectively restrict material procurement behavior of overseas operator projects,practically achieving the management effect of nipping danger in the bud.Process management and control includes measures such as reorganizing scopes,institutional guarantee,system building,vertical management,approval forms,linkage supervision and information system.
