京津冀协同发展:进展、成效与展望 被引量:34

摘要 京津冀协同发展战略实施五年来,顶层设计基本完成,北京非首都功能疏解有序推进,两个“一体两翼”加快建设,交通、生态和产业三个重点领域不断突破,区域协同创新势头良好,基本公共服务共建共享取得进展。但区域“断崖式”发展差距仍未根本改变,北京非首都功能疏解存在结构性难题,交通一体化存在路网布局和交通方式衔接短板,生态环境保护存在市场机制不健全难题,产业升级转移存在承接平台分散、承接能力不足和承接产业错位等问题,京津冀协同创新发展模式尚未彰显。在未来三地的协同发展中,应把中央顶层设计和地方实践探索结合起来,力争形成更多可复制推广的制度创新成果;把北京“减量发展”和“辐射带动”结合起来,加快缩小河北与京津的发展差距;以两个“一体两翼”建设为契机,培育京津冀世界级城市群;以“京津雄创新三角”为引领,打造京津冀协同创新共同体;以交通和生态领域为突破口,开创京津冀协同发展新格局。 The collaborative development in Beijing-Tianjin-Hebei region has seen rapid development in the past five years.The top-level design has been basically completed;the non-capital functions of Beijing have been moved forward in order;“one body and two wings”in Beijing and Hebei developed fast;breakthroughs have been made in the three key areas of transportation,ecology and industry;regional collaborative innovation has achieved remarkable results;and progress has been made in the co-construction and sharing of basic public services.However,the big gap between the levels of development in the three areas has not changed fundamentally;there are structural problems in the functioning of non-capitalization in Beijing;there are some problems in transportation integration,such as the connection short between road network layout and transportation mode;there is a difficult problem in the protection of ecological environment that the market mechanism is not perfect;the difficulty of industrial upgrading and transfer is that the dispersion of the undertaking platform,insufficient capacity of undertaking platforms and dislocation of undertaking industries;an effective development model of collaborative innovation has not yet been formed for the Beijing-Tianjin-Hebei region.In the future,the top-level design of the central government and local practice in collaborative development of the three places should be combined to form more replicable and widely used achievements;combining the reductive development with the driving capacity in Beijing is to accelerate the narrowing of the gap between Hebei and Beijing-Tianjin;taking the opportunity of“one body and two wings”construction in Beijing and Hebei,we will cultivate world-class city groups of Beijing-Tianjin-Hebei;under the guidance of Beijing-Tianjin-Xiong’an Innovation Triangle Area,we will build the Beijing-Tianjin-Hebei collaborative innovation community;taking the field of transportation and ecology as a breakthrough,we will create new patterns of coordinated development of Beijing,Tianjin and Hebei.
