摘要
公众作为生态文明建设的基石,其参与的积极性和有效性,不仅对生态文明建设起着关键性的作用,同时,也是加快美丽中国建设的有效举措。因此,政府要转变执政理念,完善生态利益表达机制;要引导公众发挥主体意识,参与生产过程各环节;要畅通公众参与渠道,提高生态治理能力;要培育参与意识,提高公众参与能力。公众多方位、多领域、多渠道参与生态文明建设,能最大限度地凝聚公众合力,最终实现美丽中国建设的美好愿景。
As the cornerstone of ecological civilization construction,the public’s enthusiasm and effectiveness of participation not only plays a key role in the construction of ecological civilization,but also an effective measure to accelerate the construction of beautiful China.Therefore,the government should change the concept of governance and improve the mechanism of expression of ecological interests;it should guide the public to play the subjective consciousness and participate in all aspects of the production process;it must smooth the channels of public participation and improve the ability of ecological governance;foster awareness of participation and improve public participation.The public participate in the construction of ecological civilization in a multi-faceted,multi-disciplinary and multi-channel manner,which can maximize the synergy of the public and ultimately realize the beautiful vision of beautiful China.
