摘要
发展与创新教育督导制度,既是国际教育的发展趋势,也是高等教育质量提升的必由之路。本文以湖南中医药大学“专业、中立、独立”为价值引领的教学督导评价新机制为例,由三层面探析基于高等教育质量提升的督导制度架构权衡:由学术化与行政化制度架构权衡,趋于专业督导;由客观性与主观性制度架构权衡,趋于中立督导;由规范化与博弈化制度架构权衡,趋于独立督导。
Developing and innovating education supervision system is not only the trend of international education development,but also the way to improve the quality of higher education.Taking Hu'nan University of Traditional Chinese Medicine's new mechanism of teaching supervision and evaluation guided by"specialty,neutrality and independence"as an example,this paper probes into the balance of supervision system structure based on the improvement of higher education quality from three levels:The balance between academic and administrative system structure tends to professional supervision;From objectivity and subjectivity to neutral supervision;From the balance between standardization and game-based institutional framework,it tends to be supervised independently.
