基于政策工具视角的建筑节能政策评价

Evaluation on the building energy-efficiency policy from the perspective of policy tool

为了深入探究现有建筑节能政策体系的特征及不足,从政策工具视角,构建了基本政策工具与政策目标领域二维分析框架,采用内容分析法对现有建筑节能政策进行了编码统计,并据此结果进行了分析。结果显示:当前已有的建筑节能政策存在着经济激励型政策工具结构均衡性低、部分有效政策工具缺失或未充分利用及部分节能领域政策缺乏或政策工具结构失衡等问题。为解决上述问题进而完善我国建筑节能政策体系,提出了相关建议。

In order to further explore the characteristics and deficiencies of the existing building energy-efficiency policy system,this essay,from the perspective of policy tools,builds a two-dimensional analysis framework of basic policy tools and policy objectives,and uses content analysis to encode existing building energy-efficiency policies.The research results show that the current building energy-efficiency policy system has low structural balance of economic incentive-type policy instruments,lack or partial use of some effective policy tools,and lack of policies in some building energy-efficiency fields or imbalanced policy instruments.Finally,in order to solve the above problems and improve China’s building energy conservation policy system,relevant policy recommendations are put forward.
