开放教育教务管理工作中制定实施性专业规则的改革思考

Reform on Formulating Implementing Professional Rules in Educational Administration of Open Education

国家开放大学开放教育教务管理工作中,专业规则可以理解为教学计划或人才培养方案。国家开放大学一个专业执行一个专业规则,所有省级电大开设的课程均出现在这个专业规则中。各省根据自己实际情况选择相应课程,按照专业层次毕业学分、总部考试学分等规则要求制定实施性专业规则。文章通过总结以往实施性专业规则制定中出现的问题,提出改革途径与办法,以提高开放教育教务管理工作效率。

In the educational administration of open education in National Open University,professional rules can be understood as teaching plans or personnel training programs.The Open University of China implements a professional rule for each major,and courses offered by provincial TV universities all follow this professional rule.Each province chooses the corresponding courses according to its actual situation,and formulates the implementing professional rules according to the rules such as graduation credits at professional level and examination credits at headquarters.This paper summarizes the problems in the formulation of implementing professional rules in the past,and proposes ways and means of reform to improve the efficiency of educational administration in open education.
