民初,受西方教育思潮的影响,以公德教育为核心的公民道德教育成为了中小学德育的重要内容。随着公民道德教育影响的不断扩大,公民道德教育课程在中小学德育课程体系中愈来愈占有显著地位,这是一种完全、自主的国民教育改革,显示了德育的进步化趋向。

In the initial period of the Republic of China,civic moral education with public morality education as the core which influenced by western educational thoughts,has become an important content of moral education in primary and secondary schools.With the continuous expansion of the influence of civic moral education,civic moral education curriculum plays a more and more prominent role in the moral education curriculum system of primary and secondary schools.It is a complete and independent reform of national education,which shows the progressive trend of moral education.
