跨域环境治理中的地方政府避责行为研究

Research on Local Government’s Blame Avoidance in Cross-Regional Environmental Governance

区域性公共问题逐渐超越地理边界与行政区域范围,跨域治理已然成为应对诸如区域性环境问题的新型治理模式。然而,跨域治理内蕴的平等、协商、分权以及多元等价值理念在治理实践中显现成效的同时,也为占据强势地位的地方政府提供了“避责港”,致使跨域环境治理陷入责任虚位、责任缺位及责任越位困境。为应对跨域环境治理中地方政府避责行为带来的治理失效,需要厘清地方政府规避责任的多重行为逻辑及其主导下的积极与消极避责策略,从外部制约与内在约束两个层面上杜绝区域环境治理主体的避责行为,进而扭转跨域环境治理困局。

Regional public issues have gradually beyond geographic boundaries along with administrative areas,and thus cross-regional management has become a new form for addressing regional environmental issues.However,while the values of equality,negotiation,decentralization,and pluralism in cross-regional management have shown effectiveness in practice,they provided a“refuge port”for local government,resulting in a dilemma of responsible vacancy,responsible deficiency and responsible overstepping.In order to cope with the local government’s blame avoidance behavior in cross-regional environmental management,clarifying its multiple behavioral logic as well as its positive and negative coping strategies are necessary.Government’s blame avoidance could be eliminated by external and internal constraints,and thus further reverse the dilemma of cross-regional environmental management.
