工业用地减量化、经济高质量发展与地方财政收入 被引量:7

Industrial Land Reduction, High-Quality Economic Development and Local Fiscal Revenue

摘要 本文分析了工业用地减量化、经济高质量发展与地方财政收入之间的关系,研究结果表明:(1)随着时间推移,工业用地减量化对地方财政收入增长的积极作用逐渐增强,当工业用地减量面积位于0.3503-18.2474公顷之间时,该积极效应最为显著。(2)从长期来看,近郊区工业用地减量化对地方财政收入的促进作用要明显高于远郊区;环境综合整治地区的工业用地减量化可以更快促进地方财政收入增长。(3)工业用地减量化可以显著促进经济高质量发展,进而增强区域未来税收增长潜力。为此应进一步完善减量化的体制机制,建立减量指标跨区域交易机制和区域间收益反哺机制,严格市场准入标准,提高新增企业质量。 This paper analyses the relationship among industrial land reduction, high-quality economic development and local fiscal revenue. The results show that:(1) Over time, the positive effect of industrial land reduction on the growth of local fiscal revenue gradually increases. When the area of industrial land reduction is between 0.3503 and 18.2474 hectares, the positive effect is the most significant.(2) In the long run, the effect of industrial land reduction in the suburbs on local fiscal revenue is significantly higher than that in the outer suburbs;the industrial land reduction in the areas with comprehensive improved environment can accelerate the growth of local fiscal revenue.(3) Industrial land reduction can promote high-quality economic development, thereby enhancing the potential of future tax growth in the region. Therefore, we should further improve the system and mechanism of reduction, establish the inter-regional transaction mechanism of reduction indicators and the inter-regional revenue feedback mechanism, strictly enforce market access standards, and improve the quality of newly added enterprises.
