摘要
有效保障职业人群身心健康是实现健康中国的有效途径。2018年3月,中华人民共和国第十三届全国人民代表大会第一次会议审议通过了《国务院机构改革方案》。方案中提出组建国家卫生健康委员会,使职业卫生管理职责回归卫生系统。新形势下,面临机构和人员重整,需探寻新思路和新方法,理顺各层关系。学习借鉴他国成功经验,有助于推动我国职业卫生管理工作的顺利开展,实现健康发展。英国具有成熟的职业安全卫生管理经验,职业卫生标准体系完善。学习英国职业安全卫生管理工作的举措和经验,可为我国职业安全卫生管理工作提供保障。
Effectively protecting the physical and mental health of the professional population is an effective way to achieve healthy China.In March 2018,the first meeting of the 13th National People's Congress of the People's Republic of China reviewed and approved the"Institutional Reform Plan of the State Council".The plan proposes to set up a national health committee.This institutional reform returns occupational health management responsibilities to the health system.It is necessary to explore new ideas and new methods under the new situation which facing institutional restructuring and personnel restructuring.Learning from the successful experience of other countries will help promote the management of occupational health in China and achieve healthy development.The United Kingdom(UK)has mature occupational safety and health management experience and a sound occupational health standard system.Through the study of the occupational safety and health management work and experience in the UK,it provides guarantee for the occupational safety and health management work in China.
