山西省煤矿绿色转型政策的发展及评价 被引量:4

Development and evaluation on the green transformation policy of coal mines in Shanxi Province

摘要 从国家政策和山西省地方政策同时着手,基于政策权威、政策措施、发布主体、核心领域、相关内容、政策组合、政策时效7个方面建立评价指标,通过改进的PCM指数模型法计算山西省煤矿绿色转型政策综合力度,并以此评价山西省煤矿绿色转型政策的发展历程。研究表明:一方面山西煤矿绿色转型政策综合力度得分经历2007年3.93分与2017年9.48的两次峰值,以及2011年1.53分的一次谷底,呈波动增长趋势;另一方面政策数量和政策组合为政策综合力度的主要影响因素。虽然当前山西省煤矿绿色转型政策的综合力度较强,取得了各方面的显著成果,但绿色转型政策相关内容仍不够具体,未来制定政策时,需进一步加强在绿色转型区域一体化和产业绿色化发展方面的关注。 In order to study the comprehensive efforts of the green transformation policy of coal mines in Shanxi Province,and use it to evaluate the development process of the green transformation policy of coal mines in Shanxi Province.Starting from the national policy and the local policies of Shanxi Province,the evaluation indicators are established from seven aspects:policy authority,policy measures,core areas of release,relevant content,policy mix,and policy timeliness,and calculated by the improved PCM index model method.The research shows that the comprehensive intensity score of the Shanxi mine’s green transformation policy has experienced a volatility growth trend of 3.93 points in 2007 and two peaks of 9.48 in 2017,and a valley of 1.53 points in 2011.And the number of policies and the combination of policies are the main influencing factors of the comprehensive strength of the policy.At present,the comprehensive reform policy of coal mines in Shanxi Province is strong,and has achieved remarkable results in all aspects,but the relevant content of the green transition policy is still not specific enough.When formulating policies,it is necessary to further strengthen the focus on green transformation regional integration and industrial green development.
