疏堵结合、联动执法：破解无证经营治理难题——以辖区某生鲜超市综合治理为例

Combination of dredging and blocking,linkage of law enforcement,solving the difficult problems of unlicensedactivities——taking the comprehensive management of a fresh supermarket in the district as an example

从辖区某生鲜超市综合整治入手,反映了无证经营整治过程中监管部门所面对的复杂局面,以及市场监管部门在维护社会稳定前提下,不断平衡各方关系,化解社会矛盾,不断创新监管方式,建立规范有序市场秩序所做出的努力尝试,诠释了基层执法人员实践工作中的一些工作体验。

Starting from the comprehensive regulation of a fresh supermarket in the jurisdiction,this paper reflected the complex situation faced by the regulatory department in the process of unlicensed operation and regulation,as well as the continuous balancing of the relations between the parties under the premise of maintaining social stability by the market regulatory department.This paper attempted to resolve the social contradictions,innovate the supervision mode,and establish the standard and orderly market order,and explain some work experiences of the grass-roots law enforcement personnel in their practical work.
