《医疗纠纷预防和处理条例》的实施,开启了新时期医疗纠纷处理综合治理的新局面。贯彻落实好该条例必须坚持以人民为中心,着眼于维护人民利益,维护正常医疗秩序,维护社会和谐稳定。从人民群众迫切需要出发,探索建立多元便捷、低成本、高效率的医疗纠纷处理机制,切实减轻人民群众在依法维权中的负担。就医疗卫生系统建立多元便捷解决医疗纠纷机制的必要性及其运作和保障机制进行初步探索。

The implementation of《Regulations on Prevention and Treatment of Medical Disputes》has opened up a new situation in the comprehensive management of medical disputes in the new era.To implement the regulations,we must insist on the conception of people oriented,focus on safeguarding the interests of the people,maintain normal medical order,social harmony and stability,proceed from the urgent needs of the people,and explore the establishment of a multiple,convenient and cost-effective medical disputes handling mechanism,reducing the burden on the people in safeguarding their rights according to law.This paper made preliminary explorations on the necessity of establishing a multiple and convenient solution to the medical disputes and its operation and guarantee mechanisms in the medical and health system.
