军民融合产业联盟的新生境构成、组织形态与治理结构走向研究

Research on the New Habitat Composition, Organizational Form and Governance Structure Trend of Military-Civilian Integration Industry Alliance

军民融合产业联盟是具有中国军民融合特色的,有别于传统产业联盟的新型组织形态,在其发展中产生的生境颗粒化、碎片化的治理问题需在理论上予以辨析。其中涉及到的关键问题是,识别军民融合产业联盟的多元主体新生境构成,明晰其组织形态,并打开治理结构的“黑箱”。本研究将威廉姆森交易成本理论视角与拉尔森组织理论视角的多维度分析框架融合,并结合四川、黑龙江等地军民融合产业联盟的发展案例分析发现,新生境下中国军民融合产业联盟具有较强的资产专用性、不确定性与交易频率,是介于“市场制”与“科层制”组织间的网络组织,其治理结构需要走向网络治理;同时,军民融合产业联盟还存在组织“合法性”危机与“合理性”发展需求的冲突,需进一步拓展规则与制度空间,实施网络治理,进而实现军民融合产业联盟在新生境下的多元主体互利共生、协同创新,联盟合作效应最大化与军民融合深度发展。

The military-civilian integration industry alliance is a new organizational form with the characteristics of Chinese military-civilian integration,which is different from the traditional industrial alliance.The governance problems of habitat granulation and fragmentation in its development need to be theoretically resolved.The key to solve the problem is to identify the new habitat composition of the multiple subjects of military-civilian integration industry alliance,clarify its organizational form,and open the"black box"of governance structure.Integrating the multi-dimensional analysis framework of Williamson perspective of transaction cost theory with Larsson perspective of organizational theory,combing with the development case of the military-civilian integration industry alliance in Sichuan and Heilongjiang,the Chinese military-civilian integration industry alliance in the new habitat has strong asset specificity,uncertainty and transaction frequency;it is the network organization between"market system"and"hierarchical system"organizations,and its governance structure needs to move toward network governance.Meanwhile,there are conflicts between organizational"legitimacy"crisis and the development demand of"rationality"in the military-civilian integration industry alliance;it is necessary to further expand the rules and institutional space and implement network governance,so as to realize mutually beneficial coexistence and collaborative innovation of multiple subjects of military-civilian integration industry alliance in the new habitat,maximize the cooperative effects of the alliance and deepen the development of military-civilian integration.
