我国公立医院门诊病人医药费用分析

Analysis of outpatient medical expenses in public hospitals in China

目的通过分析公立医院门诊病人医药费用相关数据,为政府和医疗卫生行政部门制定控费政策提供依据。方法采用定量分析方法,对2012-2016年间我国公立医院门诊病人次均医药费增长量、增长速度、医药费用构成等方面动态变化趋势进行分析。结果 2012-2016年,各级公立医院门诊病人医药费用增长量、增长速度均呈现上升趋势。医药构成分析结果显示,挂号费、检查费、治疗费和药费在不同层级医院呈现不同趋势的变化。从总体来看,公立医院病人医药费用上涨趋势得到控制,药费占比下降,检查费占比升高。结论居民就医诊疗层级越高负担越重,公立医院门诊病人次均医药费用增长速度环比呈现下降趋势;门诊病人医药费用中药费占比较高,仍需加大力度规范医生诊疗行为;公立医院检查费占比升高,过度检查问题将成为未来急需重视的问题。

Objective To analyze the relevant data on the public medical expenses of outpatients in public hospitals,provide the basis for the government and medical health administrative departments to formulate control fees.Methods Through quantitative analysis method,the dynamic trends of the average medical expenses increase,growth rate and medical composition of outpatients medical expenses in public hospitals were analyzed in China from 2012 to 2016.Results From 2012 to 2016,the growth,growth rate and development rate of medical expenses for outpatients in public hospitals at all levels showed an upward trend.The results of medical composition analysis showed that registration expenses,examination expenses,treatment expenses and drug expenses showed different trends in different levels of hospitals.Overall,the rising trend of medical expenses for patients in public hospitals was controlled,the proportion of medicines expenses decreased,and the ratio of inspection expenses increased.Conclusion According to the research results,the higher the burden of medical treatment is,the more the burden is gradually reduced,the average rate of medical expenses for outpatients in public hospitals showed an upward trend,and the growth rate showed a downward trend.The proportion of medical expenses for outpatients is still high.It still needs to increase efforts to regulate doctors’ diagnosis and treatment behavior.The proportion of inspection fees in public hospitals has increased,and the problem of over-examination will become an issue that needs urgent attention in the future.
