政府购买社会组织艾滋病干预服务互联网+动态跟踪绩效管理体系探索

Exploration on the Internet + dynamic tracking performance management system for the government’s purchase of social organization AIDS intervention service

目的通过总结既往有效工作模式,为加强中国政府购买社会组织艾滋病干预服务绩效管理提供借鉴。方法总结分析黑龙江省在MSM人群干预项目管理中探索运行的"互联网+动态跟踪绩效管理体系"组成、内涵和优势,并比较关键措施应用效果。结果体系组成及内涵:(1)网络平台。用来在知情、保密前提下录入、验证、存储和实时查看HIV受检者手机号、检测结果和相关统计信息。由"检测登记与结果查询系统"和"康同网络管理系统"组成。检测登记以手机号为唯一身份标识。(2)互联网+管理体系。以网络平台内登记的HIV受检者手机号为基础,采取以保证HIV检测真实性、资金支出安全性和扩大HIV检测为核心的系列管理措施。该体系的应用显著提高了HIV检测新发现阳性的效率和新发现阳性人数占当年全省新报告艾滋病病例总数的比例,并扩大了检测范围。结论该体系实现了多管理层级齐抓共管、直达HIV受检者、实时动态、全覆盖、全过程、全周期的跟踪绩效监管,取得实效,对中国进一步加强政府购买社会组织艾滋病干预检测服务绩效管理具有重要借鉴意义。

Objective To provide references for the performance management on the government’s purchase of social organization AIDS intervention pre-test service by summarizing past effective working patterns. Methods The composition, connotation and advantages of "Internet+ dynamic tracking performance management system" of the intervention test project management of Heilongjiang’s male homosexual behaviors(MSM) were summarized and analyzed along with a comparative analysis of key strategies for application effects.Results System composition and connotation:(1) Network platform: It was used to input, verify, store and view the cell phone number, test results and relevant statistics of HIV patients in real time under the premise of knowledge and confidentiality. It consisted of "test registration and result inquiry system"and"Kangtong network management system".The detection registration took the mobile phone number as the unique identification.(2) Internet+ management system: Based on the mobile phone number of HIV patients registered in the network platform, a series of management measures were taken to ensure the authenticity of HIV testing, the safety of fund expenditure and the expansion of HIV testing. The application of this system had significantly improved the efficiency of new HIV positive detection and the proportion of new HIV positive detection in the total number of newly reported AIDS cases in the province that year, and expanded the detection.Conclusion The system conveniently enabled coordinated management in multiple levels, and it directly touched upon HIV test takers for real-time and complete tracking performance management in all processes and cycles. The outcomes achieved generate important references for the performance management of future government’s purchase of social organization AIDS intervention pre-test service.
